Telangana State IT Policy Aims to Double Exports, Jobs

HYDERABAD:  Aiming to develop Telangana as the IT (Information Technology) capital of the country, outclassing Karnataka, the Telangana government unveiled its first IT policy here on Monday, setting an ambitious goal to double its IT exports from the current Rs 68,232 crore in the next five years. The newly formed state, which is mainly focusing on employment generation, also hopes to double the job opportunities in IT sector to 8 lakh in the next five years.

After intoducing the Industrial policy - TS-iPASS, which attracted as many as 1691 firms and 883 industrial houses to Telangana, the state is now shifting its focus to the IT sector.

At a glittering function attended by some of the top IT honchos in the country, including Infosys chairman NR Narayan Murthy, Chief Minister K Chandrasekhar Rao unveiled the IT policy here on Monday.

As creating job opportunities for Telangana youth is the main objective of the TRS government, the State is also planning to expand the IT sector to tier - II and tier - III cities in the State.

While appreciating the first IT policy of the State, NASSCOM chairman BVR Mohan Reddy predicted a steep growth for Telangana in IT sector. “The Telangana IT sector will be a Rs 1 lakh crore industry within the next 24 months.  The IT policy is comprehensive and progressive,” he opined.

Complimenting the TS government for the initiative, Mohan Reddy announced that his IT firm would invest Rs 10 crore in Warangal city.

Along with the IT policy, the State government also revealed an ambitious plan to bring IT industries to all mandals in the State. The advantage is that headquarter towns of seven districts can be reached from Hyderabad through Outer Ring Road (ORR) within two hours. The expansion of IT sector to rural areas means that the rural youth will get more job opportunities in their native districts.

The rural IT hubs will be called Rural Technology Centres (RTCs). The RTC can be set up either in a mandal or village, with a population of not less than 50,000.

The vision of the TS government in IT sector is to develop the state as the most preferred destination for any IT company which is planning to commence operations anywhere in the world. TS should be recognised as leader in key emerging technologies. The should become a leading global hub for technology entrepreneurship and innovation in the country, the policy says.

In a hurry to attract IT investments, TS will not repeat the past mistake of allotting valuable lands. “The land cost rebate will be linked to employment,” the policy said and the detailed operational guidelines in this regard will be issued later.

However, for mega IT projects and marquee IT companies, a decision will be taken in the Consultative Committee on Information Technology Industry (CCITI) for provision of a tailor-made package of incentives.

Plan to Ban Pornography in State

While promoting IT in a big way, the TS government is also planning to address the problem of inappropriate content on the internet.

 “The government intends to take action against online pornography. The government will create an institutional mechanism that will partner with domain experts to identify sources of pornographic content and block access to them. TS aspires to become the first state to make efforts to ban all pornographic sites and create a society that is safe for our women. TS intends to conduct citizen awareness programmes such as “Acceptable online behaviour- Living in a digital world - Dos and don’ts for citizens”,” the policy stated.
